1943 - 2010
PRESIDENT, DARCY BILN REPORTS:
It is with great sadness and a sense of personal loss that I write this report and share a short history and some thoughts on the sudden and unexpected passing of Brother Rick Dowling.
Rick immigrated to Canada from Scotland in 1967, started work at BC Hydro (Gas Utility Division) and was initiated into Local 213 in 1968. He became active in the affairs of the union quickly and became a shop Steward. In 1972 Rick was elected Recording Secretary and member of the negotiating committee for BC Hydro negotiations.
In 1973 Rick became Assistant Business Manager and served in that capacity until January 2002 when he became Business Manager and Financial Secretary of the Local.
At the IBEW Convention in 2006 Rick was elected to the International Executive Council to represent Canada on the Council.
As well as his work for the IBEW he was elected a Vice-President of the BC Federation of Labour and was a member of of the United Way Labour Committee.
Not only was Rick a leader in Local 213 and the IBEW, he was a trusted leader in the trade union movement in BC as well.
In the words of Laird Cronk, First District International Representative, “Rick Dowling embodied the best qualities of an effective leader. To me he was the perfect guardian of the local union. He made everything a little bit better, a bit more secure. You had confidence that everything was under control when Rick was at the helm.”
At the 37th IBEW Convention in Cleveland Mike MacDonald Business Manager of Local 1928 - Halifax, Nova Scotia while addressing the Convention said, “Because of Rick’s vast experience and his character of a solid and compassionate trade unionist I am certain he will be a strong voice for Canada on the IEC.”
Rick was able to lead in the union movement by example and demonstrate honesty, trust, integrity, empathy, reliability, humility and excellence as well as being a loving husband, father and grandfather.
The time that I was the Acting Business Manager following Rick’s death was a challenging time for me as I lost not only a leader, colleague, but also a friend. Without the understanding and support of the Union staff, Health, Welfare and Pension staff and Executive Board, the transition would not have been as smooth as it was, and I would like to thank all of them.
Mike Flynn Appointed as Local 213 Business Manager
At the IBEW 213 Executive Board meeting held on June 22, 2010 the union executive appointed Mike Flynn Business Manager and Financial Secretary of Local 213, to complete the current term.

ATTENTION ALL “A” MEMBERS - The IBEW monthly International pension contribution is being increased by one dollar ($1.00) per month effective January 1, 2010 in accordance with the IBEW Constitutional amendments approved at the last Convention.

IBEW 38th CONVENTION - VANCOUVER, BC THEME CONTEST
Every International Convention has a theme. For example the 2006 theme for the Cleveland Convention was “Rhythm of the Past—Drumbeat of the Future” which included art work showing the evolution of the City from a steel town in the “rust” belt to a vibrant modern city with their beautiful sports facilities and the Rock ‘N Roll Hall of Fame. The 2001 Convention in San Francisco adopted a theme of “IBEW—Your Bridge to Opportunity” portrayed by a drawing of the Golden Gate Bridge.

Members are invited to submit their suggestion for a theme for the 2011 Convention in Vancouver. Please forward your idea to Rick Dowling at the Local 213 Union Office, including art work if possible. If the submission is felt to be appropriate, Local 213 will forward it to the IBEW First District Office for consideration, and if yours is accepted, you will receive a special gift from our local. We are pleased to announce that Microsoft Office 2003 courses will be added to the IBEW Online Training Program at no charge. The popular program has been very well received by the IBEW members and their friends and families.
As we come up to our first anniversary of usage, we will be adding four new courses, Microsoft Office 2003 Word, Excel, PowerPoint and Outlook. This will add another 18 hours of online training to this already impressive library.
