Non-members

The IBEW 213 Hiring Hall is operated primarily for Local 213 members of and secondly for members of other IBEW local unions. When job vacancies exist which cannot be filled by IBEW members, Local 213 may dispatch non-members on a temporary basis. Members shall not solicit employment from other IBEW locals in B.C.

All dispatching will be from the Union Office, by phone.

Members shall register, in person, at the Union Office following termination.

Following registration, members will be placed on the out of work list in accordance with the number of days cleared in the past 12 months calculated to the end of the previous month. The number of days worked in the past twelve (12) months shall be calculated for each unemployed member at the end of each month.

The Unemployed list shall then be posted in the Union Office. Members are charged days from the date on the clearance to the date of registration at the Union Office following termination.

An Employer may name request alternate members hired. The Union Office will not supply names of members who are on the list. There will be no name request for apprentices.

Members who are not dispatched by name request, shall be dispatched to jobs in sequence, starting with the member with the least number of days

Employers' requests for workmen shall be entered in a book which can be examined by members. Recorded in the book will be: 1. Employer's name, 2. How many employees are needed, and 3. Location of job site, if known.

Members dispatched shall report to the Employer for work not later than the following work day.

A member accepting a clearance shall be deemed to be employed, unless the Employer rejects the member. Members rejected for employment shall return the clearance to the Union Office by the next day.

Dues and assessments must be paid prior to issuance of the clearance, or the member can sign authorization for the Employer to deduct back dues and assessments.

Days will be charged when cleared to Local 213 Employers and/or cleared by Local 213 to other IBEW locals.

Exceptions: Compensation equals 50% time charged, sickness equals 0% time charged if in receipt of benefits through Local 213 Welfare Plan, strike equals 0% time charged if approved by Business Manager, and apprentice in school equals 0% time charged.

Members taking out a travel card are off the list, members taking a withdrawal card are off the list, and members working for Electrical Contractors as superintendents and estimators are charged full days.
